BROCKVILLE/KEMPTVILLE – Another round of school closures for the region’s two English-language school boards could happen Monday due to a labor dispute.
The Canadian Union of Public Employees issued a five-day strike notice Wednesday at the Ministry of Education. The union’s Ontario School Board Board bargaining unit has been negotiating a new labor agreement for nearly two weeks. The OSBCU represents approximately 55,000 non-teaching education workers, including janitors, educational assistants and office administrators. Both the Upper Canada District School Board and the Eastern Ontario Catholic School Board, and the Ottawa Catholic School Board will be affected if employees walk off the job on the 21 of November
Workers walked off the job in protest on November 4 following the passage of Bill 28, which removes workers’ right to strike using the Notwithstanding Clause and imposes a four-year contract on OSBCU members . They returned to work on November 8 after the provincial government agreed to repeal Bill 28 and resume contract talks.
Since then, the president OSBCU Laura Walton said that an increase in the salary of 3.59 percent per year has it was agreed, but the talks were stopped on non-salary issues.
The province and union will continue talks over the weekend with a 5 a.m. deadline Sunday (Nov. 20) to reach an agreement.
The CDSBEO and UCDSB have stated that they cannot safely operate their schools without the employees represented by the CUPE. Schools in those areas will move to distance-based learning on Monday if there is no contract agreement.
CUPE/OSBCU is the first of the “Big-Five” Ontario education unions to negotiate with the Ministry.
