GURGAON: A nine-member committee constituted by the National Green Tribunal (NGT) has decided that the processing of legacy waste at the Bandhwari landfill site should be completed by March 2023.
As the MCG had earlier proposed a deadline of September 2023, the civic body will now submit a revised plan which was discussed at a meeting held in the city on Saturday.
Haryana State Pollution Control Board chairman P Raghavendra Rao, who is heading the nine-member panel, said a fresh assessment of legacy waste and leachate at the Bandhwari landfill would also be done in a scientific manner before setting a deadline.
According to MCG records submitted to the NGT, Bandhwari has around 33 lakh metric tonnes of waste and the waste mountain is 38 meters high. Moreover, 2,000 tons of waste is added to the site every day.
MCG Commissioner Mukesh Kumar Ahuja told TOI, “It was emphasized in the meeting that efforts should be made to complete the processing of legacy waste by March 2023. However, we will submit our revised action plan in the next meeting.”
A scientific study will be conducted within a week to assess the volume of leachate generated at the Bandhwari site and the number of disc tube reverse osmosis (DTRO) plants required to treat it, officials said.
“It was also decided that regional officer of MCG and HSPCB will strictly monitor the functioning of DTRO plant and leachate treatment plant at Bandhwari site,” said another official, who did not want to be named.
Haryana Chief Secretary Sanjeev Kaushal, who was present in the meeting, said that the committee and government agencies should process waste from private companies and penalize defaulting companies.
On the waste-to-energy plant at Bandhwari, MCG’s solid waste management concessionaire Ecogreen told the panel that the engineering, procurement and construction contract would be signed before November 10 and work would begin by December this year.
Ecogreen representatives assured the committee that both the DTRO plants, each with a capacity of 200 KLD, are “functional and another leachate treatment plant of 150 KLD capacity will be commissioned by November 30”.
“Also, the legacy leachate accumulated in the landfill will be taken to Sewage Treatment Plant (STP), where GMDA will also install DTRO for its processing,” the official said.
In this regard the Chief Secretary suggested that environmentalists should be involved so that tankers loaded with leachate reach the STPs. On making fire safety arrangements at Bandhwari, the MCG commissioner said four methane gas detectors were required besides installing CCTV cameras at the spot. He further said that already two fire tenders have been permanently deployed at the spot.
The landfill site at Bandhwari is spread over 28.5 acres, of which MCG has handed over 10 acres to Ecogreen for construction of the WTE plant.
