Bhubaneswar: A dog attack on an eight-year-old boy has prompted the Bhubaneswar Municipal Corporation (BMC) to formulate guidelines for pet owners in the state capital. The municipal corporation is planning to make registration of pets mandatory only for the safety of citizens But to ensure a litter-free environment as well as to avoid incidents of cruelty against dogs.

Sources said the administration will soon launch a window on the Citizen Services Portal – Bhubaneswar.M where owners will be able to register their pet details. They have to upload an undertaking that their pet will not compromise the safety of other citizens.

“We are developing a guideline. A notification will be issued and offline registration will probably start within the next week. Online registration may take some time as a window will be created on the civic services portal for this purpose,” BMC Commissioner Vijay Amaruta Kulange told TNIE.
Registration will be mandatory for existing dog owners and residents planning to adopt new pets. Dog owners will likely have to pay a registration fee.

In the registration application, owners have to specify the space for the dog and upload their pet’s health certificate (vaccination) online or submit it offline. According to sources, dog owners will also have to mention in the undertaking that they will take proper care of them. Pets Families living in small accommodation like 1-BHK-flats may not be allowed to keep dogs for the sake of the dog’s well-being. BMC sources said lack of adequate space forces dog owners to take them outside for walks and pet excrement is found on roads and near citizens’ houses. The civic body has received three to four similar complaints in the past few days, sources said.

Asked if the civic body would ban people from keeping certain breeds of dogs, Kulanje said the BMC is examining the central government’s guidelines and will consult the Department of Animal Husbandry and Veterinary Services to ascertain the rules.

Recently, the District Consumer Disputes Redressal Forum in Gurgaon has directed the Municipal Corporation of Gurugram to ban 11 foreign breeds of pet dogs with immediate effect. The directive comes after a woman, who worked as a domestic worker, was attacked by a pet dog in August while she was on her way to work. Sources said the BMC felt that pet registration would also reduce the incidence of abandonment of older dogs by their owners.

People have welcomed the BMC’s decision to make registration of pet dogs mandatory “Dogs are considered man’s best friend and play a great role in balancing the mental health of pets during the Covid-induced lockdown. I am open to the BMC’s plan to make registration mandatory for pet dogs,” said Dr Biswajit Mishra, a resident of Bhawani enclave and a member of their society.

While most dogs are friendly, he notes that a few are aggressive by nature. Owners of such breeds should make sure they are properly leashed and that their faces are covered with muzzles or nets when taken out for walks, he said.
